If everything goes according to the plan, next week, international investors will have totally freedom to travel around Europe and visit Greece, Portugal and Spain with no restrictions, and carry on with their investment in Europe.

As we explain in this post, the EU has implemented a three-phase border reopening in June. The first one, focuses on domestic travel, the second one cross-border travel, restricted to Europe, and the third one, which involves international tourism.
In the specific case of Greece, the Greek country opened its borders last Monday and since then has resumed flights with most countries, except those on the list of ‘countries with high risk of transmission’.
If we look at the case of Portugal, the country also opened its borders on Monday 15, although the border with Spain will not be opened until 1 July, as the Spanish President, Pedro Sánchez, has said.
Finally, in the case of Spain, borders will be opened on Monday 21 June, with the exception of the Portuguese border, as we have mentioned before.
